Since I am about to upgrade my system and it will be pretty up to date, I was thinking about cooling issues, with fans I've had problems. Due to laziness I let dust gather and the fan ends up doing nothing. So I was thinking about water cooling my PC.
I wanted to know if it was easy/hard to do, how expensive is it to do it well? Also on a side note, I move my pc around a lot so would it still be safe? I mean I know nothing about water cooling I've never really looked into it.
Probably not if you move your PC around a lot. I tried to get into water cooling but it can
be VERY expensive ($200-400) depending on what your trying to cool and the quality of parts you want, and believe me you want good parts! It also depends on the parts you need to cool, and if the WC system can even fit in your case.

rated water cooling manufactures on the net.
The biggest thing to consider is are you willing to risk a catastrophic leak in order to get insanely good cooling? Or would you rather be limited by the much safer but less efficient fans?
Sure the risk is pretty minimal if you get good parts and take your time constructing your build, but the chance is still there.

There is no plural form of internet.
Generally, water cooling is a more enthusiast-level solution. If I were you, I'd buy a case with dust filters (anything by Lancool), and a Noctua NH-D14 or Coolermaster Hyper 212 Plus for a more worthwhile cooling solution. Either way you should still buy a new case since it is a good idea to buy a full tower if you're planning on going water cooling. Agreeing with Zerg, water cooling isn't for moving your PC around. Go for an air cooler.

I agree with you, you definitely need dust filters. I live in a house with 3 cats, oh god the fur, the fur!
If it wasn't for the fact I blow out my computer it would have caught fire a long time ago from all the fans and fur!

The way I see it, watercooling is like that 4-way SLI. Unless you plan on using it to it's complete and full potential there's no reason to have it. If you want to overclock the shit out of your system then watercooling is pretty much your only safe option. Otherwise, there are plenty of sub-$50 heatsinks out there that will do the job.
