It seems to cover more than that, but it doesn't really help that there's no bounderies given in the article. I guess it covers like british lifestyle and possibly comedy as it says 'culturally british', so it could be set elsewhere than Britain.
But that's all wild shots in the dark.

I think they mean the likes of GTA IV, being developed in Scotland and all (assuming that remains in the UK).
