Computer wont start without unplugging/plugging in PC power cord?

Old power cord kept coming loose from PSU socket, resulting in "crackling" sounds, and PC being unable to boot unless i forced that bugger in and had something to hold the cord in place.
Managed to find a spare cord lying around, this one fits snugly but now my PC randomly hangs (youtube, gaming, doesn't matter). To make things better, CPU now refuses to boot until i pull out/plug in the power cord to the PSU. Mobo lights still glow, so i know power's getting through, but pressing the power button won't do jack until the above is done first.
Updated Nvidia drivers 2 days ago, but doubt it's responsible for this.
And you're on Windows 98?
Sounds very similar to a problem I'm having at the minute, except I have to use another power cord for a a few days before the previous one works again.
Might be some weird ACPI thing, where the soft power button doesn't work to resume. Might even be some weird BIOS setting.
How old is your computer? I mean, you're showing as Windows 98, which is not exactly modern in any sense of the word, particularly with regard to ACPI support.
Com's on Windows 7 64bit OEM, and PSU's a Seasonic X series 760.
