Consider the fact that there are multiple people who at this point in development have really nothing else to do but think of the future. Them planning for DLC is not taking any time away from the actual last-day-development.

Those people aren't just going to sit around humming and jerking off in their cubicles and offices until the game comes out, they work a fucking job. As soon as they've finished what they need to do, they move on to the next thing.

What do you suggest the developers do? Finish the game and then just sit around and do nothing?

They have to have regularly paced releases of new content for players, mixing free and paid. Bigger paid expansions, with little free releases for new missions/quests, smaller dungeons, whatever in between.
