When two external displayed used, video lag every other second

So when I use two external displays plugged into my laptop (one in the vga slot, one in the hdmi slot) I get video lag every coupel of seconds, for example in CSS I get 70-80fps, then it dropps to 20 for that split second, this happens only when I have two screens plugged into the laptop, when I use one screen + laptop screen I dont get this problem. Does anyone have any ideas on how to solve this problem?

Core 2 Duo 2Ghz
3gb DDR3 Ram
nVidia 9600m GS
and its a clean install of vista (Happened on Windows 7 RC7100 aswell so dont say hur dur vista )
Is it on the laptop screen or the secondary screen, or both?

Laptop screen gets disabled, i use my Acer 23" and my Hannsg 28" I get the lag on TV/Video's aswell so its not just games
I remember hearing about how windows doesn't give full hardware priority. The screen that you make the "primary" display will have full hardware acceleration, the secondary display will not. I had a problem similar to you when I had a crappy graphics card, flash video and games would stutter on one of the screens, the primary display was fine though.
It is still noticeable now, in an empty listen server in tf2 on my primary display I get 300fps, while on my secondary display it struggles to get 60fps.
What I was asking is, when it lags does it lag on both screens or just one, run a video in both screens and tell me if it happens at the same time or only on one screen.
