None of my fans spin, CPU very very quickly overheats and computer cuts power immediately

The title of the thread describes my problem as clearly as I can state it. The computer itself barely even runs outside of safe mode (because of the power consumption). I have absolutely no idea why this could be happening; 'it was fine yesterday' certainly applies here. Today the fans just decided to quit working while I was in the middle of a game (unbeknownst to me), the computer shut itself down, and now I can barely get it to even start. I'd really rather not take it somewhere just for the people who look at it to overcharge me for a new part if that's all it'll need, so any advice I could get on what the problem might be would be very much appreciated.

Without the fans running, the CPU idles at around 65-70C. Any intense gaming at all (or really, anything, even browsing the internet) will cause it to abruptly shut off as a failsafe measure. Looking inside the computer (which I also cleaned), I can see that at least the main fan occasionally wiggles like it's about to start spinning, but it doesn't. Could something have shorted out?
For the record, my power supply is 550w, which is ample for all of the stuff I have in the computer. Power really should not be a problem.

I [I]think[/I] I may have some insight as to what happened. The lights flickered for a split second while I was gaming (before the fans stopped working) earlier today. There might have been a power surge inside the computer. I recently moved it and mistakenly plugged the main power cord into the power strip instead of the wall outlet where it usually is... and I think that might have done me in when the power flickered.
Before changing the fans, check if they aren't dusty too. Might sound dumb but if that's what stopped them, you'd save some money.
Otherwise well, there isn't much else to do but change them. What I find weird is power strips are supposed to prevent power surges like that.
Are you using the stock heatsink/fan that came with the AMD APU? because it's a piece of shit. It's even more shit if you use the pre-applied anemic amount of thermal paste that comes on it.

It doesn't matter if the computer is plugged directly into the wall or into a power strip. A quick brownout isn't generally going to harm anything, the PSU has internal protections to handle small stuff like that.
It turns out the fan was the only damaged part of the computer. I took it to a shop to have it looked at and they recommended I just buy a new stock fan and put it in myself. So, I did; cost me about 30 bucks total. Thanks for the recommendations, guys.
