My Computer makes noises whenever I do anything, what the fuck?

This is the weirdest thing ever. My custom build which I built around Christmas makes noises whenever I use the scroll wheel or drag something, but it only occurs in some programs (for example, the dragging noise only occurs in Photoshop), but the scrolling sound is universal. They're technical sounding sounds (reminiscent of AOL's dial-up sounds except not nearly as bad)
Did I miss something and is this completely normal or is my computer the devil?

Are you using front jacks or rear ones directly from the motherboard?

That's your problem then. Poor shielding on your sound card or jacks.
Not sure how to fix it but at least I diagnosed it for you.
Well, if plugging them in the back fixes the problem, that's one solution.
There are 3.5mm extension cables for that.
I have the same problem with my on board sound, if I use a sound card or SPDIF out it works flawlessly, it's pretty upsetting. I've read it's something to do with a grounding issue with the PSU.
