Title isn't quite true. It's more of an early access as it says at the end of the article that it'll unlock for everyone about 3 months post release for no charge. Delaying content is infinitely more agreeable than withholding it behind a paywall or a leap of faith

Well most buyers are in two camps; pre-purchase, or wait for reviews/sales. This seems like a good balance to me

Early access for eventually free content seems like a fair deal to me. It's not like its a hyper competitive esports game with a game breaking faction is being withheld from those who didn't pre-purchase.
It's better than a full on preorder exclusive but still if you pay $60 for a game you should get all of the content that you paid for from day one.
especially since civ 5 had a free civ for people that bought the special edition, and whoever didnt had to pay for it. this is pretty nice since it gives it to everyone for free after a bit. though 3 months is a long time, civ isnt some hardcore game.
