Is there a capture card that can record PC's display ?

I'm getting tired of the lag I get when I record my games.
I want no lag at all when recording, so I guess I need a capture card. But all of them are used for recording TV or recording console's display.

If my PC is hooked up to a TV, can a capture card record that ?
And will it effect framerate in games ?[/U]
I've been looking at Capture cards and some of them require a specificly powerful CPU. I'm afraid that it does effect framerate then ?
That is if I am recording the PC's display and not a console or TV's display.
EDIT: Some of the cards have something like "he hardware MPEG encoder
does all the work so your PC continues to run at full speed." in the description. So I guess it depends ?
Get a better computer? I record at like 45FPS with FRAPs going
Yeah me too. And 45fps is really bad if you're playing a shooter like mw2.

Asked a dude that works in a local computer shop. And he said it won't work.

I remember the leet world metioning what card they used but the link to the card 404s and was mac only anyway.

Also you should record from a second pc if you're using a capture card imo.
