This is what I currently have. I'm looking at a new mobo/CPU as my 6850 is being completely bottlenecked. And if it can be squeezed in, a G500 mouse.
What should I be looking at? I have $200.
You could just throw in a Phenom II X4. It's not exactly the best of the best but it'll solve any bottlenecking issues you have with a 6850. Also you might want to check out that RAM. I've never heard of DDR3 that runs at 838MHz effective.

I'd see if you can get a 960T. It's $129 and you have a chance of unlocking two cores effectively making it a Phenom II X6 if it does. It's out of stock on Newegg.com at the moment though.
I'm not really too familiar with RAM. What's the problem with it?
I've never seen a stick of DDR3 run below 533MHz(1066MHz). When I saw that speed and those timings I thought it was DDR2 but I'm not sure why it would be reported as DDR3, so I'm just assuming it's running slower than it could be.
