Try putting those files in the main steam directory.
Looks like you installed Steam to the desktop
Uninstall and reinstall in a better place
It appears as though Steam has shat all over your new hardwood floor.
What I think happened:
OP tried to make a shortcut to steam.exe on his desktop but managed to copy the .exe instead.
He ran the exe from his desktop and steam downloaded the content to that place.
Solution:
Delete all steam related files on the desktop and try to make a shortcut.
