For the past week or so my internet has been acting really weird, it'll cut out randomly or just slow down. At first I thought it was my router/modem/comcast but other computers on my local internet remain unaffected. I retried resitting my wireless network card but with no luck and I've noticed in the status bar for the connection the Speed is constantly shifting. It shifts from 54 Mbps (Which is should be at) and drops to 48, or 36 or 24 and so forth. The network seems to always begin to cut when I begin playing games such as L4D2/TF2 or COD. The ping will act normal when I join and then jump to 900 and then begin to lower and rise (~150-900). I've also tried reinstalling drivers but I don't know what else to do.
Wireless gaming is almost always a bad idea.
You're not gonna get as smooth of a connection and it's gonna cause lots o' lag.
I've been gaming wirelessly for the past 6 years with no major issues.

And there is nothing I can do about that, so I need help with what I said in the OP
Call your ISP.
If you haven't changed anything, then it's probably them. Realize that they can throttle your connection at any time for any reason.
The speed dropping has to do with the wifi, and not your ISP. It's probably someone using a microwave.

Or even a phone. I totally forgot about that. Sometimes they're on the same frequency and can screw things up pretty good.

I understand that could be a possibility, but nothing has changed within the past two weeks. And the fact that the network cuts out and lags right after I get into servers is strange too.
Are you using WPA2 or MAC Filtering? Is your neighbor an asshole?

WEP with no filtering. Neighbor's have their own internet, one protected the other is not.
