I've already done it. It isn't the answer.
When playing a game and listening to music, anytime a sound occurs in-game, the music temporarily lowers in volume then raises back up after the sound. I can't figure out what is wrong. Help please?
If you have certain audio drivers they may have come with a program, check the taskbar for any icons to do with sound
Windows 7 reduces the audio of non-focused applications automatically sometimes. It's a pretty useless feature, if you ask me.
To fix it, right click the speaker icon at the bottom-right in the taskbar. Click "Playback devices". Open the "Communications" tab, and check "Do nothing".

Oh, whoops. I just re-read your post. Maybe it's your sound drivers. Try what djjkxbox said, I guess.
Do what Zero Vector said but instead of going to the communications tab, go to the enhancements and uncheck "Loudness Equalization" if there is an option for that.
Disable all enhancements, they all really suck. Make sure you're doing what the link in OP said, too, but to the correct sound device.
Alright, I did that. I looked around the control panel for my sound driver and didn't see much that related to it. Then I looked in the control panel and checked disable all enhancements. I am still having the same problem.
I guess I'm screwed. :(
Are you sure you were doing what the OP said to the correct sound devices? Just do it to all of them.
