People really dont need the latest and greatest anymore. An older pc will do just fine for the average person, and why upgrade when what you have works.

Yeah I cheaped out and got an i5 4570S and I keep thinking about upgrading to a more powerful i5 but I'm one of the people in the minority that were able to run Arkham Knight and Just Cause 3 perfectly fine with no issues at launch
I'd attribute to the stagnation of midrange processor performance. An i5 from 5 years ago is still perfectly serviceable compared to an i5 today. Very usable.
Yet laptop and tablet sales increase. In my opinion this isn't because fewer people are using computers, but more because the medium most people are using has changed.

Yeah, you buy a PC, it lasts you 4~5 years. Yet people buy tablets and smartphones every year. Sometimes more than once.
