I have wireless internet and i'm getting around 56 Mbps, yet in all games that i have on steam, i manage about 300 ping, until it spikes to 999, then goes down and up. I've tried many methods, even forwarding ports, but that made it slightly worse.
The issue is your wireless connection. To verify, use a wired connection and see what your latency is on a specific server. Many wireless connections cause many issues with latency. Also, port forwarding would not make your issue any worse. You have two solutions. The first is to play wired. The second is to get a better wireless router. A possible third option would be looking into some latency optimizations, but I don't think you'll find much.
Wireled connection goes from about 150 to 230 consistently.

Ok, I think you mean wired because its rate should be consistent. So you have your solutions, the easiest being to game wired.
