I'm pretty sure the only thing that's dependent on the framerate is the lockpicking minigame.

Every time my framerate went above 100fps in Skyrim the physics started fucking up, books flying off of bookshelves, plates from under food, etc. every time I entered an interior cell

I haven't had that happen in FO4.

I think he means like, not to 30fps.
My movementspeed increases significantly when i unlock the FPS, rate of fire goes up depending on weapons, and it softlocks every time i exit a terminal. So maybe the physis objects don't completely glitch out this time around but its hardly playable if you choose to unlock it.
