The only collectibles worth collecting are the shanties from Black Flag. So unless Aiden Pearce starts singing sailor songs...

In VC it was actually rewarding, every 10 'hidden packages' gave you a weapon, armor or a vehicle. When you got all of them you got like a tank or a minigun which was well worth the trouble.
But now its just "Yaey for u, here is a bronze trophy / 20g achievement enjoy1!!".
Achievements are the best/worst thing to happen to the industry. Good because it makes you feel rewarded and it can extend the life time of the game by wanting to complete it. Bad because you get addicted to them and all you care about it getting high gamerscore. This happened to me. Then i switched to PC and started not finishing games because there were no achievements in them but eventually i got over it.
Achievements if done properly are some of the greatest things for extending playtime by giving players goals to accomplish.
Tropico 4 has perhaps the greatest example of this. Just some small examples from my profile.

I remember finding a flag on AC I and wondering if I wanted to collect those. Turned out that there were 480 flags in the game.

Check out Postal 2 achievements or any fable game achievements, lots of creativity and a very fun list.
It's probably optimistic of me, but I really hope they just make being in the city as dynamic as some of the older footage would have you believe. If I can go around and really play vigilante I don't mind keeping an eye open for 1500 pages or whatever.
