Letting people create their own items in that way would go [b]completely against[/b] Diablo's whole item system. Other than sockets/recipes players shouldn't be given control over item stats.
Unless there was RNG involved, that is. For example, Path of Exile handles it relatively well from what I've seen, with the various orbs that can enhance and enchant the items you find on your journey. Then again, in a world full of RNG and grinding to get the best pair of pants, it'd be kinda alright to have some things in your hands rather than spinning on Nuffle's wheel. From what I've seen, D3 had the disenchant function that they possibly transplanted from WoW, and that breaks down items into various blue and yellow essences which are used to craft new items. Perhaps one way they could do it is implement a new Artisan who can study the magic items you bring back, learn the various effects on the items, and be able to craft enchantment items that enchant the item of choice with the powers in that item. There'd obviously be a limit to the number of enchantment effects you could put on an item, but you'd probably also be able to enchant gems too. And speaking of gems, another solution, likely more simple than the Mystic Artisan (apparently she's planned for the expansion; she's that lady caught in the spider web), would be giving us more kinds of sodding gems. When I played there were like 4 different kinds of Gems, the Vitality Amethyst, the Strength Ruby, the Dexterity Emerald, and the Intelligence Topaz. Sure they did different things when socketed in different items, but they already did that in Diablo 2, and even then they had Sapphires, Diamonds and Skulls as well as the other 4. They should probably bring back those gems as a start, and then maybe Runes and Runewords, which were pretty cool.
