Try websites like g2a or gmg, you can almost always find them cheaper there. Before it even came out I got base game and the season pass for $55.
As for me I've always been a big fan of the series, and I got 72 hours out of the base game, unmodded. That's pretty good imo.
Gunplay is solid.
Graphics are solid.
In my experience I only had one gamebreaking bug out of 72 hours that was fixed by a reload.
Story during the first half of the game was really solid, but falls off during the later half.
The mod scene is already huge, and the official tools aren't even out yet. I expect the mod scene for Fallout 4 to surpass all of the other titles.
It honestly depends on your personal preferences. A lot of Fallout fans including myself will shit on it for some of it's unnecessary departures, gimmick bullshit, and what seems to be popularly considered bad writing, but a lot of other people won't be bothered by it. I can say if you like Far Cry 3 you'll probably like this because the gameplay feels very similar.
The big warnings I would throw up are that one, as I understand it the game still doesn't run very well for a lot of people because it was poorly optimized. You better have a good PC. Second, the modding community hasn't gotten in to full swing yet because the modding tools haven't been released and won't until sometime early this year. And third, if you like to roleplay, you're going to be limited a loooot here in comparison to other RPGs or even previous Fallouts.
If it's cheaper for you, cdkeys.com have it for £27.90 right now. Unless they have regional pricing for Canada that's $57.11.
Anyway, it really depends on what you're into. Reading responses around the internet it seems like a marmite of games, you'll love it or hate it. Even people who love it should admit it's not a great RPG, the RPG elements are barely there. The shooting is fun although the weapon variety is limited, and melee is pretty much the same as FO3/NV and Skyrim. If you're interested in the story, it has its ups and downs (but mainly downs/mediocrity). Some great and well-written characters in the game though. The settlement building is okay, nothing exceptional and quite clunky. You'll have to spend time finding materials or wait until they naturally come your way. There aren't many major bugs in the game either.
Despite my issues with the game I played it for 158 hours without mods, but I think I'm a rarity. It helps if you like dumb, repetitive fun and levelling for perks. You're probably best watching some spoiler-free gameplay (if you haven't already) before deciding.
Personally I'd say wait until it drops more in price and the proper big game changing mods come rolling out. But that's just me clinging to modded NV as a measuring stick. Guns are better in this game though but as said earlier there's not much variety and there's never any need to repair things which kills the part of the survival aspect of the game. Power armour is also bullshitingly overpowered and boring. Skill checks are basically back down to fo3's "save scumming or put all your points in charisma/speech" RNG.

By some measure I suppose it's worth the price. But you'd be better off playing it when it's fully patched along with DLC and a decent selection of mods, and of course by this time it'd be much cheaper. Get the game now if you wish, but with some patience you can probably get a better experience at half the price.

You have to buy em seperately iirc.
Basically you buy them from the site and within a hour or so they send you a steam key that you can redeem. At least this is the case with G2A, I'm not sure about other sites.
I spent $120 on Fallout 4 + the season pass and it sucks that it costs that much but I don't want to wait a few years for Fallout 4 GOTY at a decent price

Pretty much this. I really can't see Fallout 4 justifying any more than $35-$40. It's definitely not worth $66 that's for sure. I've had luck on sites like Kinguin and G2A (I think I actually got Fallout 4 off G2A?) If you do use those sites just make sure to buy the "buyer protection" or whatever. Paying $2 extra dollars is worth saving yourself from being out $40-$50 in the event of a bad key or key retraction from the publisher.

Mod scene will fix a lot of it, but it's pretty barren right now and they fucked up more than they've improved.

I've sunk over a hundred hours into it and I am only on my second playthrough. It is it's own flavor, but still feels like fallout. If you want more Fallout it is worth it, if you are going into it expecting something comparable to witcher 3, maybe not.

As somebody who was intrigued by the whole Fallout franchise in general, and has played the past games, I don't believe Fallout 4 is worth $66.
Main storyline is also fairly short but sweet.
Wait until it's on sale, or use G2A.
As someone who paid full price because he misunderstood how the Steam Sale was going to work and thus didn't think it would go on sale, I say to wait a bit longer.
Its not terrible, but with no DLC available yet and mods being limited due to official tools not being released yet the game is quite short. It heavily relies on the player's desire to do random/"radiant" missions that amount to "go to place, kill raiders/ghouls/etc" or "go to place, free hostage" type missions in areas you've most likely been to.
The settlement building part is nice, but amounts to little more than eventually a source for infinite glue/oil/purified water.

it's very average game with some ocassionally fun gameplay that's worth $25 at best

to be fair I don't see that much of a difference between graphics now and games from 2007 or at least NOT A MAJOR one hell Soma and Outlast looked great for $20 - $30 games.

I dunno man if your opinion would be entirely unbiased. As you have a picture of Todd Howard as your avatar.
Gunplay contains a whole lot of bullet-sponge enemies and your guns reloads can be skipped by an easy exploit.
Graphics are okay, but judging by how they look rather last-gen at many places and the game running like ass: the graphics are less than okay.
The game is locked to 30 fps and Beth-Soft made the amateur-like mistake of tying many features of the game to the framerate. To top that off; they lied blatantly about that FO4 would have an un-capped framerate.
It is no way worth 66$ as the game is somewhat broken and waits for the community to do the rest of the work.
Besides that: Most of the people praising it seem to be rather enamored with the game.
