Yeah. It will load the video slowly, and then when it starts to play, it does a start-stop thing repeatedly.

Any amount of data on the hard drive has nothing to do with internet speed, or even overall computer speed. It's an issue with your connection or service, not your computer, unless you're downloading a ton of shit in the background or something.
I do wonder about some people.
