To me it says I have no friends but I absolutely KNOW this is not the case.

Best way to fix: Switch to the beta UI and back, then it should work. Or just stay in the beta UI.
It works now but friends aren't organized, online isn't just at the top, it's all over.
Does Valve not internally test things before a public beta test or something?

I stay in the new one, although it will take some getting used to.
The new steam UI is ugly for friends but the community and library are pretty cool.
