My CPU fan is bieng wierd.

I recently moved my desktop from one side of my desk to the other, and now the CPU fan acts oddly.
This may not be why, but they happened fairly close together, so it's worth mentioning.

It seems like it runs at 100%, about 95% of the time, with the other 5% being completely off.

I checked all of the connections, but that's not it.
I also tried a through dusting.

Is it somehow software?
...or did HP use a fan so shitty that it breaks after 1 month?

It isn't really all that much of a problem, but the noise is annoying.

Wait, I was about to post this, BUT:
Speccy says that my CPU is at 50 °C, and my AMD Athlon II X4 630 is hovering at 50% on all 4 cores.
I am only running firefox, spyware-doctor, and speccy right now.
What does that mean?
This this why the fan is on so hard?

What might be wrong?

I forgot about it. It has to do with my printer misfeeding, and running this to try and fix itself.
I guess that's what I get for trying to use my shitty 2002 printer with windows 7.
