Windows 7 "for system builders" -> What does that mean for upgrades?

So, I did a bit of homework on this subject and found out that this does allow everything to be upgraded, except the motherboard. AND this also means there is zero tech support... so that brings me to my questions...
What happens if I am forced to replace my motherboard or do a full system upgrade? Do I just call up their authorization department and tell them that my old mobo is gone and this is my new system (which I had to do when my XP got overused due to a failing mobo last time)? Or does this clash with the 'zero tech support', with the authorization department being considered part of the 'tech support' and I am just shit-outta-luck there?
If anyone can shed some light on this subject for me, I would greatly appreciate it!
You can activate after changing your motherboard. If automatic activation doesn't work (it does work sometimes) then you just have to do it by phone.
Ahh, so you can still do the phone activate in this one. Thanks.

I once had to phone in activation after upgrading the firmware on my DVD burner.
True story.
