Try using malwarebytes and run the file assassin tool and scan great free program
You can't uninstall IE, its completely integrated into windows explorer. Many parts of windows use IE to display content, so microsoft doesn't give you the option to uninstall it, because you could break the GUI.
This looks like either someone created a fork bomb on your computer as a joke (a fork bomb repeatedly creates proccesses until the computer crashes, they're relatively easy to create using a batch file), or you have an extremely simple virus that it is doing the same as previously said forkbomb.
If its a forkbomb, it'll be relatively easy to stop, just make sure there are no unwanted entries in the startup list in msconfig (type msconfig in the run menu located in the taskbar, click the Startup tab, and make sure any programs you do not wish to run when windows starts are unchecked, though be careful what you uncheck, if you're unsure what to uncheck, post a screenshot of the window and I'll help you. Once you've unchecked any thing you don't want starting, of course, click apply, and close msconfig) Now simply restart your computer, and voila! no forkbomb.
If its a virus, which may or may not be more sophisticated, you should run a virus scan, if you don't use AV tools, then run an online scan using esets free online scanner utility.
