Motherboard with flickering lights / system won't start ?

Hello,
Currently I'm experiencing some issues namely that my computer refuses to start.
A week or three back I had a faulty CMOS battery replaced and after that my monitor did not receive any signal.
I fixed this by placing the videocard in a different slot and my monitor was receiving a signal again.
Fast forward to today and my computer froze during L4D2. instead of rebooting, I decided this would be a good time to switch the GPU back to its orignal slot.
Unplugged the power cable and placed the videocard back to the first slot. System won't start. Odd. I placed the videocard back in the second slot, hoping it would boot now but it didn't work. I do have 3 led's on my motherboard that constantly flicker.
The following photo shows you which LED's I mean. It's a striker II NSE from ASUS. The third LED's is actually on the I/O section.

Tried several things already, these include:
Removing and reseating the CMOS battery.
Placing the videocard in a different slot.
Booting without the CMOS
Booting without the CMOS and Videocard
Booting without videocard but with the CMOS
Reseated the RAM modules.
None of these actions helped and I seriously do not not know what could possibly be the problem, if it truly were hardware issues I would've at least expected some beeps.
I did notice that on the back of the cmos battery there was a small discolouration, a tiny brown smudge.
My setup:
ASUS striker II NSE Motherboard
Q8300 CPU
OCZ 6GB RAM
Point-of-view GTX550 TI
Hopefully this is sufficient information to figure something out.
Are they flickering, or giving you a blink code?
They're constantly flickering, it's not a blink code. I'm starting to think its my power-supply, thing has issues before so I guess it finally died.
I had a similar problem a year ago or so, and it was the power-supply.
Just try an other power-supply if you have one to see if it powers up.
I've done a bit more research and asked some people regarding my issue and they all agree that my power supply is the most likely cause for my problem.
I've been planning on upgrading my system for a while now but this seems to have been the final push.
