Mouse and keyboard stuttering when playing games.

I notice this mainly in Garry's Mod and Battlefield 3 but I can also tell when I'm typing (right now) and doing every day tasks on my computer. To test this out I spin around slowly in Garry's Mod and every 5sec or so the mouse movement would "freeze" for half a second. Same thing with the keyboard.

I don't know if this is a CPU or a motherboard issue. Or maybe something else?
Does anyone have any info on this? It is really annoying and it's becoming more and more apparent.

Yep. It's just the mouse and keyboard that stutter.

maybe your polling rate is too high
what mouse and keyboard do you have?
