I have seen alot of fireworks in my area, even when its not DEC 31 :P

Well... I'm pretty sure all generally sold fireworks must be tested and accepted by safety and chemicals agency. And at least in finland, despite of finnish packaging every single commercially sold fireworks is made in china, and I doubt you could compete with them. And to make fireworks you have got to go trough some education. To start a business that legally makes fireworks you need really much of financial resources.
There are some guys in my town though, who make their own fireworks and use them to make private firework shows. They can't fully make their living out of it though.

But when it comes to the right season you can sure try and make a lot of money from it :)
I'm not sure about living but you can sure as hell die from making fireworks.
