I never understood why games put these Resiliences in if they were just going to give the same flat rate to everyone.

The winner of a battle wouldn't be who has the best tactic/team, but just who can hit the other guy first and hardest. At least, that's what I think is the reason behind. Pvp power is then there to ensure that better gear = better chance of winning.
