That's typically the way it goes. The second a console is released, it's already using 1+ year old hardware. The PC / console graphics gap will narrow for a few years, and then developers work start to run out of processing power and the gap will widen year over year until the next generation begins.

Just because he says it publicly doesn't mean anyone is going to listen. Big publishers and developers go where the money is, and right now console shooters are still hot shit for revenue.
It says something about the console market that he has to state something so obvious.
