They're [I]partially[/I] right The headlights flicker, the bloom is overdone and obtrusive, and the DoF is just awful (it looks nice but only in static shots, everything becomes a huge confusing mess when you start moving) It's still optimized like ass though
I wonder if this is actually really true, I must admit that some of the depth of field is rather ridiculous and it's pretty dark to a point where it's even hard to see but numerous players have reported that the game actually runs a lot smoother with those modifications than before.

The stuttering fixes etc. have nothing to do with the hidden graphics effects and weren't just an on/off switch in some config file
I personally didn't notice a performance increase even worth mentioning
