[b]Specs:[/b]
Intel Core 2 Duo E7500 @ 3.7GHz with a Noctua cooler on it
Corsair CM2x2048-8500C2D 2x2GB Dominator DDR2 memory
Galaxy GeForce 9800GTX (I literally bought a GTX275 to replace it that very morning)
MSI G31M3-L V2 running out of the box Bios (1.1)
Coolermaster Extreme Power Plus 550 Watt
Western Digital Caviar Green 1TB
Windows 7 Ultimate 64-bit
As you can see it is a budget build, and I did made last year only costing me around $700AUD total. Everything was new besides the RAM and GPU.
[b]What happened prior to the problem:[/b]
I was not doing anything too demanding then decided to play some GTA:IV, I got to the menu and just launched it like you would any other game on any other day.
Once it had launched after about 2 - 3 seconds the frame rate dropped to about 1, and all the colour on my screen appeared to change to 16-bit, so I restarted my computer like any normal person would.
[b]The Problem:[/b]
After I restarted my computer, the post came up and told me that my CPU was running at some wrong frequency, I can't really remember the details but I went into the bios and reset everything to the optimized defaults and restarted it again, only this time nothing came up at all. All the fans were spinning like they do every other time I boot my computer up so I don't -think- it is my PSU. It isn't my monitor as well because it's only about 1 month old and I have a spare CRT in my wardrobe which shows the same thing.
[b]What I have done so far[/b]
I pulled everything out, cleaned it all and applied new thermal compound to my CPU and put it all back in and made sure everything was in the right place and all connected, still the same thing is happening. I tried taking out my gpu and using the onboard that the mobo has and it still doesn't work, also tried changing the RAM sticks and even taking both out. Still the same thing.
So I know my motherboard has something wrong with it, but would it be the Bios or could it even be my CPU?
I literally have $25 because of buying the GTX275 and the new monitor the month before.
(I don't have a job so it takes a while to get money)
Everything appears to be visually fine.
Edit: Oh and if needed, I can take some pictures of it.
Sounds like the GPU.
Did you test with the new one?
Sounds like an OC failure to me. Unplug the PSU and take the BIOS battery out for about a minute and put it back in and fire it up. It should boot then.

Didn't work unfortunately. I've tried reseting the Bios the old fashioned way by pulling out the jumper for a few seconds and that had no luck.
Bios is usually reset by changing the jumper from pins 1-2 to 2-3. I haven't heard of a motherboard that would reset it by just removing the jumper. Or try removing the battery.
take the battery out and leave it out for 15 minutes then replace and when you start it it will either yell at you saying OH MY GOD MY SETTINGS ARE MISSING or it will continue to do what it is doing.

BIOS NVRAM clears in like 30 seconds or less after power is removed. Keeping the battery out for 15 minutes or 3 hours is a waste of time and isn't going to do anything.
The only other test I can recommend is pulling everything out except the CPU and see if the board beeps from lack of RAM. If you get no beep errors, then the motherboard is most likely fried.
Tried all that, nothing still happens. Gonna turf the motherboard and get a replacement as soon as I can which will be in like.. a week.
