In school we used to get a gold star sticker from the teacher if we were good its like that
MBE is the lowest rank on the honours system. It's just an award from the Queen basically, can be awarded for anything from military stuff to services to drama or services to charity to just being a cool person. You gotta be british or commonwealth to get the 'proper' one. As such he cannot call himself Sir Steven Speilberg, but that doesnt stop people from incorrectly calling him Sir. He is allowed to put KBE in his name though. As for why he got the higher honour, i'm gonna say it's likely that Speilberg has done more for the entire film industy (and by extension the British film industy) than Cain has.
