how do i make a user account dedicated to one program?

first things first, the computer runs on windows 8. i have a game ([url]http://www.uberent.com/pa/[/url]) that requires a lot of attention from my computer, so i want to make one whole account with nothing on it but the game and nothing else for the computer to worry about.
to do this, i need to
A: create an account with nothing on it.
[B][I]or[B][/B][/I][/B]
B: make an account and delete everything from it.
i cant do either of those because windows creates an account with everything on the computer pre-installed on that account. and i cant delete them because it deletes them off the other account where i actually want them... :suicide:
soooooo can anyone help me out here?
if its a stupid question and idea then feel free to get mad at me but keep in mind, [B]i dont know anything about computers so it wont really bother me.[/B]

PA isn't actually that resource intensive
also you just close anything running in the background before starting
