they could have added it in, or put it on the disc, or something

Or they could be, I dunno, developing it still? Game developers are given fucking obscene deadlines for what they do. Dead Space 3 itself is probably well and truly completed, and being pressed around now. They can't make any changes now until it ships. But you can't have a game studio sat around doing nothing, you don't pay them to do nothing. Make them use that time to expand on the game more, produce after-purchase content, DLC, etc. Hell, in some cases the DLC is literally things they wanted to try and put in the game if they could.
Software development in general isn't a "hey this would be cool let's put it in right now!" thing. There is a lot of planning, deadlines don't get moved unless you have the capital to take the hit (Visceral don't), features are categorised by importance. If something can be put in for v1 due to complexity or it not being required, work on it and release it later. Or don't do it at all.
DLC is not inherently bad. Thinking it is, is quite frankly, retarded. Some publishers/ developers abuse DLC a lot, Capcom are a great example of this. EA? Yeah their games tend to have DLC, but it's not all total shit, and some of it is worth the money. If you don't want the suits they release, don't get them, if you don't want the extra story stuff they are working on (it can't be vital plot, otherwise the players would revolt), don't worry about it. The entire singleplayer campaign is there, with extra modes. You aren't entitled to endless content from games, stop thinking developers aren't allowed to produce post-release content.
They shouldn't be working on DLC at all if the game itself isn't finished yet.

In which case, yeah the game has been tested, mastered, pressed and is probably shipping to distributors.
Visceral are well within their rights to work on DLC now.

I really doubt they just started working on it anyway. Ever since when do big game devs announce anything that hasn't got a good chunk of it finished?

The rainbow in me likes to think they learned from the last two games. DLC was console exclusive for DS2, but after the outrage, they gave the PC version all the DLC for free with a patch.
So who knows.

Part of it probably as in development while the game was being worked on. But it might have been stuff like writing the dialog, or making the levels for the DLC. Essentially, employees with a specialized skillset working on DLC stuff once they run out of stuff to do for the main game. There's really no way to tell when they started working on it, but depending on what the story DLC is, and what employees they had working on it, it may not actually matter when they worked on it.

Admittedly, it really did. I mean, by the time it finally came out, I'd had beaten the game twice over, but it would have been nice to have the option to turn it off.
Though I guess at the very least you could just pretend its not there.

They fly off and harvest the resources required to build and upgrade your RIG and weapons, these items can be found by Isaac all over the place but the bot returns with bulk amounts after X time.
Horse armor ruined everything
