From the description, it sounds like it floods the electronics of a vehicle with shittons of noise so it flips out and stalls. Based on that, it'd be safe to assume if you pointed it at someone's smartphone and pulled the trigger then it probably would cease to be a smartphone.

Can you imagine how devastating this could be if this kind of technology was applied to a nuclear warhead?

The implications of this frighten me, honestly.
I'm honestly afraid of this technology due to the fact that anyone will most likely be able to create it or buy it at some point.
