You didn't happen to change the default save location for something using the settings app did you? Got this happening to me as well immediately after I did that. Created a new user account and it's broken on that so it might be a slightly different issue. You can install classic shell to get a start menu that will still work but you will find that every single modern app including the volume control will open for a second and then close.
I'm going to be reinstalling because that's the only solution I could find when this same thing happened a couple of weeks ago.
also another small problem, when i login to my profile that shit takes fucking FOREVER to start (1-2 minutes to be able to use it properly), but when i log into a newly made account, that shit loads in less than a second (and that's no exaggeration). this also bothers the fuck out of me

I had the start menu issue, but no time to troubleshoot.
A week later, I started it up, it had a series of updates, one of them fixed it.
This was about a month ago.
no updates other than updates for my Onboard GPU it seems

You could try a system reset on the recovery menu (same screen as updates) or burn a DVD / USB drive with the [URL="https://www.microsoft.com/en-us/software-download/windows10"]Media Creation Tool[/URL] and reinstall that way.
i'm going to do the easier thing and create a new user, transfer everything, then delete the old one, and only copy foobars app data (since that's all i care about really) and work my way from there.

I had the same problem, a system reset from within Windows 10 did not fix it.
At this point his [b]only[/b] solution is to generate new physical Win10 install media (a USB or optical disc), boot to it, completely obliterate his Windows partition and recovery partition (and probably that mysterious "system" one, but EFI should be OK), and start over as if this computer's never had Windows on it before.

For future reference:
You would need an administrator command prompt to enable that account, which you can't raise. From there:
[code]net user Administrator /active:yes[/code]
After reinstall, I recommend activating the user, assigning it a password, and then deactivating it again (/active:no). Setting a picture while you're at it is optional but encouraged.
