I own an MSI cyclone GTX 460 and I want to overclock it, but how do I do it safely? The problem I've run into is that there's an option for increasing the core voltage. Is there some sort of formula to use for increasing it as you increase the core clock, memory clock, etc?

You don't want to touch the voltage too much, if at all, on stock cooling. Basically increase the speeds until you get artefacts in Furmark.
Simply move the mem and core clock slider up by ~20MHz, then test for 10 minutes with a hard benchmark. As you increase the core and mem clock, do it with smaller and smaller steps, till your really just doing ~5MHz each time. You won't need to touch the voltage slider, unless you really want to get most out of your card.
