Is -Service Pack 2- Required for CCS & Garry's Mod?

The topic explains it all... I installed Garrys Mod & CSS from steam took around 7 hours.. I get ready to play them and both of them do this when I get click on them to play:

PLEASE Help, I dont have service pack 2 do I need it?

If you are having the same problems fix it by:
Installing the latest version of DirectX.

Install the latest version of DirectX. If that doesn't work, run [url=http://whisper.ausgamers.com/wiki/index.php/Fps_problems]through this[/url].

I don't think it's required, but get it anyway (actually, get SP3). Post your specs so we can help.

Ill get that info to you in a sec but I wanna add I have had it working yesterday, but I reformatted my comp.. so I don't have a lot of things like the DirectX so I'm getting it now and seeing if that works.
