Are cops getting new tech that can monitor all vehicle speeds in a surrounding area?

Anyone ever have the cops flash their lights at you as a warning? As in your driving down the road, see a cop up the street parked with his lights on. And immediately on passing the cop, he turns his lights off and continues driving as if it has never happened?
It's happened to me multiple times, 5 times to be exact. Let me try to explain a few of the incidents, because it's completely eerie and confusing for me. Are cops getting new tech, or have they always had old tech, that can monitor a vehicles speed, even if there is an obstruction between the cop and monitored vehicles? Because three of the times this has happened, the cops had their lights on prior to me coming around a bend or a hill and actually seeing them. But they turn them off when I drive by, and I mean IMMEDIATELY when I drive by.
1. One time they turned their lights on as I was leaving town, followed me from about 3/4 miles behind. I couldn't even see them when the lights got turned on, but I saw them come over a hill with them on.We turned off a dirt road so my friend could toss his stash, then they turned behind us, drove by blazing like there was a fire, then turned there lights off. THIS ROAD LED NOWHERE, and there was no one else around us or the cops on the highway when they decided to do this.
2. I left my cousins house one day, got on the main highway going through town, came around a bend and the cop was sitting on the shoulder of the highway with his lights on. Right as I went by, he turned them off and followed in my lane until whenever he decided to get off.
3. Had the previous thing happen to me two other times, but on our main road through town. Watched carefully each time and just like a clock, as soon as I go by they flip off and act casual.
4. This also happened just the other night, left a friends house from some drinking, got to mine, and was immediately on the way back to his. Two roads away from my house I turn north, and there's a cop sitting about half a mile up the street with his lights on. I could tell there was no car pulled away in front of the cop, and no cars behind it. As if he was sitting there waiting for me to come around onto that street. About a minute until I get up to him, they go off and he starts driving. Except this time he actually made a U turn as I went by and followed me. But traffic got between us two which was a relief for me.
I don't own a sore thumb of a car, it's actually a white grand prix that matches the other million in town. However mines got a supercharger, and this is the reason why I believe they 'trail' and 'warn' me from time to time. But how the hell do they know when I'm coming every time? Never seen this once in the last 4 years with my firebird, this car has a lot quicker 0-60 and in the last few months alone I feel like I've been targeted.
With my cousin actually having the police here file multiple reports on him over a period of time with his 400hp srt4, then throwing them all at him at once out of nowhere makes me paranoid they are trying to rack up charges, then hit me with them when they have enough. But I don't even understand how that's legal first of all. Weird situations, just curious if anyone is familiar.

no, what's happening is that cops can detect the adrenaline in the air caused by a speeding driver. soon they're planning on implementing portable versions so they can detect the adrenaline caused from people committing other sorts of crimes without even seeing them happen first.

No but that'd be pretty cool. When you are in charge of operating several tons of moving metal, you should be doing it safely.

Never thought about speed traps though...
Those google car radars that map the surrounding vehicles and monitor their speed/position would be very useful if incorporated into a cop car. Having a mini radio tower on your roof doesn't really help with a high speed chase though.. ha

Unless done automatically with a computer in the manner google cars does it! Then a light could go off with the position of the speed ricer.
