CPU fan spins for 1 sec. Then turns off, back on. cannot start POST

Just got all of my new parts in for a build I was doing with a conglomerate of spare things I had laying around and my specs list is:
motherboard - Gigabyte GA-X38-DQ6
cpu - Intel Core 2 duo @ 2.8GHz
memory - 2gb of crucial.com Ballistix (2 1gb sticks)
PSU - 550W modular PSU, antec
Video Card - PNY Nvidia GeForce 8500GT (Also I've tried restarting the computer with a XFX geforce 9400) both 512MB.
I have no IDE peripherals or anything else plugged in except for one molex pin powering the fans in my computer.
I start the computer to look at the POST test, and all the fans start up, CPU fan included, except the CPU fan only spins for one second, and then waits another 2 seconds, and then starts back up again.
The computer runs for about ten seconds, and i get no visual output from the video card. I've tried switching the place of the video card (Mobo has 2 PCI express slots) I've tried reseating the RAM and the video card. I don't know what else to do.
Any Ideas, Facepunch? any help at all would be greatly appreciated.
also: I've tested with just a PCI video card, and i've removed the motherboard from the case to see if the case was shorting it out. no luck.
Make sure all of the power cables are connected.
Try turning off the PC, removing both sticks of memory, and seeing if the board beeps at you (provided the mobo has a built in speaker).
They are. Fan on heatsink into CPU_Fan, 8 pin into the 8 pin on mobo, and 24 pin into 24 pin.

I pulled out the RAM and it did long beeps continuously, signifying it had no ram and the speaker was working.
Alright, just checking to see if the mobo was DOA or not. Only other thing I can suggest is try 1 stick at a time in different slots to make sure a slot on the mobo isn't shot, or a stick isn't going out.

it seems odd that it just flat out shuts down after ten seconds and then restarts. I dont know what else it could do.
I have seen wacky boards do that as well as power supplies that aren't fully supplying the motherboard with enough juice to power on properly. All I can say is test every single part with known working parts to see if it's a DOA piece of equipment.
I've tried 2 PSUs, 550 watts and 500. both seem to be functioning. It could be the mobo I guess. I'm trying your RAM idea now.

It has to be the memory, this happened to me on a new intel board, read the manual for the 1st mem slot (A1(?)), sometimes it's not where you think it is, boot from that.

I'm sure you have DDR2 1066Mhz, so if the problem persists and the PSU are perfectly fine, I'm not sure what gives, but a good back check in the manual before you consider shipping it back.
Fixed it, It was the RAM. Thanks Craptasket.
