• Computer decides not to shut down

I have had this problem for 2 days, I press shut down and the computer has the spinning wheel saying it's shutting down (I am on Windows Vista) Last night it got the BSOD and I decided to make this thread because it seems like it's about to break. How can I fix this?
Does it just take really long, or not shut down at all?
Are there any processes blocking it from shutting down?
The start ups take 8 seconds, the shut downs take infinity until the computer gives ups and over loads the processor causing a BSOD and a restart of the system. The only process it warns me about is steam.exe but it doesn't seem to be causing any troubles.

But does the problem occur always, or randomly?
