Is there some sort of mod or something that allows a user to play online on GTA San Andreas but all the Npc's stay there and the game runs the same with the exception of missions and the such?
I'm pretty sure this is where I post this question...
Just play singleplayer.

I got my friend to get in a car with me as a another car hit it, and all of a sudden my car starts flying and won't go down. I go to the top and my car exploded. It was moving very slowly to. Took 10 mins before I got to top.
So to answer your question, no.

Get one person with a jet pack to fly high, the other one in a car, when you hit the limit, the car will go flying into the air. Tons of fun.
