Why the hell is my computer so loud and how can I fix it?

I don't know why my computer is so loud, I'm thinking it might be my CPU fan, it's a stock fan on a AMD Phenom II Black Edition Quad Core CPU. I've tried everything: Dusting, replugging, unplugging IDE HDD's, nothing! It's super noisy and gets worse under load. I use the Speedfan utility and turn down "fan 1" which I'm assuming is the CPU fan, to about 80% and it's fine. If I were to buy a new CPU fan, what's the quietest yet best in performance I can get for a reasonable / budget price?
Mine sounds like it's about to lift off the ground. You need to get a new cpu fan, Not to mention the damn cpu runs at 62C Average
If you're certain it's your CPU fan (I'd open the computer while it's under load and randomly stop fans until you find the culprit personally, just to make sure) I'd recommend just getting a new heat sink altogether rather than just a new fan, something like a hyper 212 (212+ if you plan to upgrade your CPU in the future) is a great budget option, they're around £14/$29.
If you're only interested in spending the least amount of money you'll need an 80mm fan replacement for the PIB heatsink that comes with the Phenom II x4's, Noctua NF-R8 is rated to be the best 80mm fan.

go into bios and see if you can set up a fan curve
