iPod touch won't show pause/play/ff after pressing home button twice

Ok, so I have a 4th gen IPod touch (v 4.2.1), and I used to be able to bring up a pause/play/ff/skip menu when I double tapped the home button when it was on it's lock screen. But now for some reason nothing happens when I press home twice.
Anyone know how to fix this? I poked around in the settings and didn't find anything about it. Couldn't find much on the net either. Please help! It's really annoying having to unlock my iPod and go into music everytime I just wanna skip a song!
Touble tap in the new iPod is for multi-tasking. You'd have to get something like activator, and that's a jailbroken app.

Yes, it is for multitasking, but not when you've put the iPod on sleep, turned it on again, and it's at the [B]lock screen[/B]. From there if you press the home button twice there should be a pause/play/ff thing that pops up at the top, it also has volume control (on the touch screen) right below it.
I can assure you my iPod isn't jailbroken.
