Reformatted, monitor refuses to go beyond 1600x1200 resolution.

Hi! I recently formatted about 20 times ( no joke ) and a few weeks have passed since I formatted. That was a completely different issue. Anyway, before I reformatted, I had a 42'' TV connected with a HDMI Cable to the graphics card, and a VGA cable connected to my monitor ( 24'' monitor ) and [b]both[/b] were running at 1920x1080 resolution. But after I reformatted, by main monitor will not go past 1600x1200, and my TV won't go past 1240x768, this really bothers me, because I want 1920x1080 for games, and 1920x1080 for when I am watching films on my TV from my computer.
I bought a new graphics card after I reformatted by computer, and downloaded the new drivers that followed. I am running an ATi XFX 5770 1gb GDDR5 Memory, from ATi Radeon 4850. I have tried Powerstrip to force 1920x1080 resolution, but it is not working. There is no way to set the resolution to 1920x1080 in normal resolution settings, or ATi Catalyst Control Centre. I have tried switching between HD, and regular on the resolution settings, but it's not working.

Intel Core 2 Duo Q9650
P5Q Pro Motherboard
ATi XFX 5770 GPU
Chieftec Super 1000w PSU

What kind of whacked out 19" monitor goes to 1080p?
Im pretty sure you can't go 1920x1080 on a 19" monitor man.
I've seen 17" laptop screens with 1920x1080, so i don't think it's that weird, however i don't know what the problem could be...

I meant 24'' monitor, lol.
I have installed the latest drivers.
