My understanding is that the mod is still free, but the early access version is for polish and completely finishing the project.

The mod is free but is no longer updated.
The deal is that there are two versions.
The mod version is and always will be free, but it only runs on the equally-free SDK version of the Source engine, so it is limited and has to rely on mod hacks for some of its more fancy features. You won't see any updates to this free version for a long time, if at all.
The Early Access version runs on Source 2013, and the team has direct access to Source's internals, meaning they can lift a lot of Source's hard limits and can implement new features far more easily. Honestly, seeing as there's deathmatch and workshop support, this becoming an actual retail for money thing is okay in my book

I bought it. You get all the bells & whistles, and it goes towards the devs who have spent a little less than [i]a decade[/i] getting this to the masses. The legacy version alone was awesome, i can't wait to play through the whole thing updated. Plus it's great to see workshop support added, I can finally get my Black Mesa skins on Steam.

They didn't promise that the full version would be completely free though. For over a year, they've been saying that they were gonna make it paid.
