Is there a way to turn this off for Facebook? Both in the browser and in the app? Sometimes i'm scrolling and see some fucked up gore-y shit that someone shares and it's annoying as hell, not to mention its just a waste of bandwidth.

There's definitely a way to turn it off in both. I turned them off the moment it was a 'feature'.
I don't mind it so long as its muted and it doesn't do when I'm on my mobile data connection.
Tried it, didn't autoplay for me.

I've noticed that in Facebook videos now, an ad may randomly start without warning. It's the most idiotic idea, because as soon as it happens, I simply stop the video and never come back to it. Not gonna waste 30 seconds of my time to watch a dumb ad when it was only a 20 second video of a silly dog to begin with.
Auto-play shouldn't even be a thing.
