I'm looking at custom shells but I can't really decide on which one I want, do people here have a "preferred" shell that I could try?

Honestly though, if this is for XP, I've used LiteStep and thought it was pretty good.
Cairo was going good until it died and became open source.
SharpE was also pretty decent.

I liked sharpe.
Although it confused other people everytime they needed to use my pc.

Don't get me wrong, I was always willing to give the CairoShell developers the benefit of the doubt when countless others called it vaporware; I had been eagerly anticipating the thing since at least 2007.
The concepts and UI were slick, but after so many years, the 1.9 alpha they released was pretty poor. I know they had setbacks and whatnot, but still, it was disappointing.
So I wouldn't say Cairo was 'going good'. It was certainly had its potential. Since Cairo went open source, there have been a lot of frequent updates by Element Software.
I have my doubts about Elemental Software, but the fact remains their branch of the CairoShell has released more updates in the past few months than the original developers did in the past few years. I'm just hoping they have the technical proficiency to deliver the original vision.
Cairo looked great at first, it was basically just Aqua for Windows.
I used bblean a while back when I had XP. I liked it, but it was too hard to explain to visitors, so I just switched back.
I really enjoyed using SharpE as well.
I think C99 is a good shell
