• Upgrading computer with a 4500 kronor ($700) budget

Ehh, that's the voltage. And that's the standard voltage in the european plugs. We'll need brand and wattage, but I assume it's insufficient.

If you intend on getting more then 3 GB of memory you will need to also get a 64-bit OS.

Doesn't look like it even have standard 80 Plus rating. Even though 80 Plus doesn't mean much, if it doesn't have it, it's probably crap.
