Some of those choices for states are rather lacking, the plan that was proposed in California had several universities under it which could handle both Virginia and Texas. Nevada is fine and could have extended the area, but North Dakota is setting the bar pretty low for testing. Oh yeah in that bbc video, those 3d goggles are called fat sharks, better money spent on an rift dev kit can carry around a wire.

We are currently testing the global hawk at Grand Forks Air Force Base and it has freezing problems with the temps we get out here. So, no its not a low bar because you want your drone to be able to perform in all types of environments.
I wish they would go back to calling the UAV's, yknow, what they are. Drone is just sensationalist crap

North Dakota plans to develop UAS airworthiness essential data and validate high reliability link technology. This applicant will also conduct human factors research. North Dakota’s application was the only one to offer a test range in the Temperate (continental) climate zone and included a variety of different airspace which will benefit multiple users.
At least FAA made a decision and if you mean by we as in you're on a team in ND then congrats.
I can name six more, Afghanistan Algeria Iraq Libya Somalia Pakistan
